What is the Cumberland County Library System?

The Cumberland County Library System (CCLS) consists of 7 federated local libraries, 1 branch facility, a system headquarters office and an associated non-profit Cumberland County Library System Foundation. Federated Library System Structure

The Cumberland County Library System Board governs the library system. Member libraries nominate the system board’s 7 members for review and appointment by the Cumberland County Commissioners. Cumberland County Commissioner, Jean Foschi, serves as the library system board's liaison with the county.

County System Administrative Office

The CCLS administrative office is an agency of county government, designated to provide library service and reports to the system board as well as the Cumberland County Commissioners' office. The library system's headquarters staff are employed by Cumberland County government.

County Library System Services

The county system headquarters provides services to its member libraries in 6 areas:

• Information technology
• Technical services (acquisitions, cataloging, processing of library materials)
• Direct library services
• STAR outreach services to older adults
• Training services for staff and board members
• Administrative and financial services, including fundraising support

Independent Local Library Boards

Independent local library boards govern each member library. To participate in the library system, each local library board has a membership agreement with the Library System Board. Local library staff members are employees of the local library.
